This is the largest airstrip built by the Liberation Tigers of Tamil Eelam (LTTE) http://www.globalsecurity.org/military/world/para/ltte.htm in their areas of control in northern Sri lanka. The LTTE used small air craft to carry out attacks on Sri Lankan government held areas. It is doubtful that this airstrip was used by the attacking aircraft.
